These Presets can only be used only with Lightroom Classic/Lightroom Classic C Lightroom Classic v7.3.1 and higher!
THE PRESET FILES YOU WILL DOWNLOAD WILL BE .XMP FILES!
Adobe modified the files type from .LRTEMPLATE in April 2018 to .XMP file format in the month of April of 2018. .XMP will be the right format. If you're not able in importing these pre-sets you'll need to upgrade your Lightroom to allow them to work.
